Houseboat hull painting.

I am thinking of purchasing a 1989 steel hull houseboat and it is now in dry storage on blocks. I would like to paint the hull before putting it back into the water. The boat has always been in freshwater in central Texas. The bottom paint does not look to be in bad shape but was advised to paint before putting back into water. I have access to some coal tar epoxy paint, but was needing some more information, would I be better off sandblasting to bare metal, then coal tar epoxy primer and then the coal tar epoxy paint or just repaint with another bottom paint. also after painting with coal tar epoxy does it need another paint on top of it. It seems the more I read on it the more confused I get. Thanks

ok, coal tar epoxy out, can i just sand the bottom just enough to put another coat of two of bottom paint, if so what kind of paint would I use keeping in mind it will alway be in fresh water in central Texas if that helps. Thanks
