Not really confusing...if you use a strap wrench on the harmonic balancer you run the risk of rotating it on the crankshaft.
While I Don't really see the validity of your concerns,....
Mostly because, IF the Balancer Shifts,.....
It's probably weakened,+ on it's way out anyways.....
With the Plugs out,... It doesn't take alot of Torque to turn a motor,.....
If you're pulling Hard enough to Slide a Balancer,.... Something is Wrong......
That kind of Pressure can Strip that big Bolt that some of us use.....
Another Idea,......
By over- tightening the Belts,...
I've used the Alt., or the P/S Pump, or even the Waterpump Snout to turn a motor over,.....
With the Plugs Out of course......
