How deep is too deep?

When looking at scratches and gouges in the hull of a 17foot boat, how deep is too deep? At how deep will it need to be repaired vs left alone?

Randy, Repair it if the gouge is deep enough to see the cloth. If you cannot see the cloth it is only a visual issue.
