You can catch tom cod pretty close to shore right now at depths around 100'. I've never targeted cod, but I always seem to get a couple when targeting tog in the winter. I've been told they'll eat almost anything so bait shouldn't be a problem.

Cod like to be on rocky and gravely bottom and they like it cold.
I usually go out to the east side of Stellwagen bank about 10 to 20 miles south east of Gloucester,Ma. We never use mono but always an 80 pound braid or power pro line with 5 feet of 80 pound test fluorocarbon. It is the only way to feel even the slightest twinge at what is often 200/300 feet down.
For lures we use 16 to 20 ounce "Norwegian" jigs with an additional teaser about a foot above the jig. When bait fishing we use 16 to 20 ounce sinkers and 2 hooks about 2 feet apart with shrimp or chunks.
For rods we use our Penn trolling rods with senator 112/113/114 reels or Penn GTI 330.

Regulations for cod change all the time and certain areas are closed when others are open.usually when an area opens up you will find hundreds of gill nets that you can get caught in.
It would be best to go with a charter captain who knows the nitty gritty.

The Norwegian jig is a long very shiny jig that resembles a herring.
