How do I " Clean up " the blue stripes on my boat?

Can anyone tell me what to use to clean up the blue stripes on my boat? They have been neglected for years ( before I bought the boat) and are sun faded.

Are they painted or Decals?

I thought the stripes were decals, but now I see the pinstripes on the top and bottom of the blue are decals, and the blue is painted.
