How do I get the entire engine cover off my 1955 15hp Evinrude?

Question states as above, do I need to remove the choke as well as rich/lean needles?

Yes and no. Just the knobs, not the needles. Put the shifter in reverse. Not much wiggle room, but if you tilt it and rotate toward the front it will come off.
