11% is generally fine but I would consider increasing it a little.... more will make the trailer more stable and since you have wdh it won't cause you any negative issues at all as long as you don't exceed max allowable tongue weight per owner's manual.

even just a couple hundred lbs may make a huge difference

Unfortunately there is no way to adjust the weight. The winch post is as far forward as it can go. Only way I can think of is to adjust the axles back, but that isnt happening. It will have to do at 11%.

I havent found a sway control that works with surge brakes, so until I go with electric brakes, I dont see that happening.

The Equal-i-zer brand hitch provides sway control as is due to the friction between the bars and the trailer brackets. I believe they mention this on their website. I've looked into the same matter your thread is on. I also have surge brakes on a heavy trailer. Mine came with snap up brackets welded to the trailer for the chain style weight distribution hitch though, so I think I will be trying that out anyways, even though there may be shortcomings. Obviously someone ran that style on my trailer in the past.
