How does '92 9.9hp starter install?

It's been over a year since I took this thing off and the library manuals don't show a picture. I tried leaving the red cam lever on the outside of the vertical starter bar but the speed control wouldn't move.

Does the red bar go inside the vertical bar on the outside edge of the starter?

And where does the free end of the small spring alongside the red bar go?

It's a J10Rena model.

The red tab to the inside the spring to the outside. The purpose of the thing is to prevent the starter rope being pulled if it is in gear and the throttle set too high. It is nothing more than a good safety feature. I am amazed at how many are installed incorrectly. That is a great picture and should be posted for all 9.9 and 15 owners to see. I've looked at Leroy's site many times and never noticed it. Rick.

The first time I put the red lever on the inside of the bracket but the little spring went inside too. Now I know. Great answer.

I glanced at Leroy's but didn't look hard enough. His articles told me about the original faulty carburetor cover. This motor wasn't running right. Evinrude wanted $80 for the kit and I found one recently in CA for $25 on Ebay. A change in part number made it difficult to find.
