New terms pop up all the time and this is a yet another new one. You have a "gas gauge" or a "fuel gauge". How difficult it is to fix depends on what's wrong. If you are electrically challenged it is probably a job over your head. But if you do a search on "Fuel Gauge" or "Gas Gauge" in the electrical forum you will find over 50 responses and a wiring diagram for the fuel guage system.

Can a mod move this? I guess my question then starts with if the fuel guage isn't working at all is this a sign of one thing broke over the other?

Instruments are electrical devices (except for a speedometer) so that's why it goes in the electrical forum. Here is a diagram for the fuel gauge circuit. You either have a bad gauge, bad sender, or a wiring issue. Ground the S (sender) terminal on the gauge. The gauge should peg. If not, check for +12v and ground to the gauge. If the gauge pegs, repeat the test at the sender (ground the sender). If the gauge does not peg, disconnect the sender wire and check resistance. 33 ohms = full tank, 109 ohms = 1/2 tank, 240 ohms = empty. If these are incorrect or the sender measure open the sender is bad. If sender checks ok the wiring is bad.
