You need @60lbs of flotation 'value" per CuFt of foam. Noodles dont support nearly that much weight.
Rigid pink, blue or green foundation foam (XPS) does as does 2lb pour in foam. Dont use white stryo foam (EPS ~ aka white carp disposable cups and cheap coolers are made of) it tends to loose some of its stryo beads over time and can become water logged much sooner then XPS or pour in.
Long ago, GA_Boater and Barato tested noodles w wieghts. Failed miserably plus they water log easily too
I have about 75 noodles left from my stash I had picked up before I saw the light and went with the XPS. I have discovered that there are so many little things the noodles are useful for that it's actually been pretty nice having them around.
One of the ways I use noodles is to cut to size and slit one side, then slip them at wear points under my cover. Works great over the top of the windshield and a couple of other places.

One other thing about pool noodles. I use them to pad my windshield and corners so my cover doesn't get rubbed through. After a couple years the noodles start to deteriorate and fall apart leaving particles all over.
