What settings should I set or what steps do I have to do to get this engine running? Has fresh gas w/oil, new plug, lots of compression.
Just doesn't pop!

Is gas getting to the carb? If it is then there is prolly a stuck needle valve.

Need more information to narrow down

Is their a choke?
When was the last time carbs were cleaned/rebuilt?
Primer bulb good with no leaks?

I have an old 5HP sea king (early 70's) I have no problem starting it up every time. Prime it, pull once or twice with the choke on, switch it to run and usually one or two pulls to fire it up. I have the throttle set between start and medium. Hope this helps.

What gas/oil mixture do you use? I run 1:32 as was recommended on this sight, but I'm not sure that's right.

Have you checked for spark? Should jump about a 1/4" gap; don't just use the spark plug to test.

If you have spark...squirt some fuel/oil mix into the carb throat. If it fires that way...you have fuel issues and will need to clean the jets in the carb.
