how should i fix these little holes?

not sure what the past owners had here but i have these little holes all over the back of my boat? they had a rubber cement type of glue in them i have removed that hopeing to fix it right. what should i do.

clean them out of any rot, and seal with marine tex. looks like transducer and speedo. you never know.
