How should this fuel filter be mounted? How to get rid of the air?

How should this fuel filter be mounted, what part should be up?
Should the fuel filter be completely filled with fuel, and if so, how do I get rid of the air inside?

Ideally you'd want the screw-on cap on top, but on the 60 degree V-motors it's essentially sideways as pictured. Don't worry about trapped air.
