How to add oil to tank on 2000 90hp laugh i know

ok just playing with new motor just how does cap come off? I tried screwing it off but just spins. Do I pry on cap up?

Is it a 2 stroke?

Our '04 TLR 90 has a rubber plug type cap with pull ring that lifts. See Page 25.
