How to get steering off

Hi there!

So I have an issue getting steering off. I'm new to boats and this is my first. The person I bought the boat from had the steering all duct taped up when I bought it. Told me it was taped up so his kids wouldn't play with it. Yet there is no wheel so I assumed it just needed a wheel. Come to find out it looks as if the person cut the steering wheel off after I removed tape (for whatever reason) yes, as in cut the wheel off instead of removing it normally. I'm assuming they couldn't get it off so just cut it? So the back system of the wheel is still on the shaft. Imagine just walking up to a steering wheel and chopping it off.

Must've really wanted to keep the wheel...

Any idea how to get rest of it off so I can replace it? Pulling on it does nothing being there's nothing really to grab onto Grinding my teeth & gears trying to figure it out. I'd upload pic but says it's too big.

Rack and pinon steering or rotary cable?

On R&P, the rack will unbolt from the pinon gear housing. Look for 4 5/16" bolts under the dashboard, on top of the rack.

Next the helm will unbolt from the dashboard. Look under the dashboard for 3 or 4 bolts into the housing.

Rotary steering just has bolts holding the housing to the dashboard.

first, get the remainder of the wheel off the tapered shaft.

if you need a new helm, then follow chris's advice on the helm.
