I made a fitting to do that, using a 3/8" x ?" long allen bolt, and an O ring. I drilled & tapped the middle of the bolt to 10-32, threaded in a hose barb fitting and connected to a small hand pump. Drain the oil, place it in the lower drain hole, put the upper plug in and test.
Don't apply too much pressure from a compressed air source.
There's an oil passage between the upper & lower that you'll have to block somehow to pressurize the lower unit only.
