how to refinish the bottome of a wake skate

i just bought a Liquid Force Mod Wake Skate, from craigslist.

Any info about how to seal the bottom?

see the picture, it shows a flaw in the finish. it is like a crack in the paint.

Can i use simple varnish? I hope to use the stuff I have in my paint closet.
