how to remove engine fuel connector on 96 mariner 75hp HELP!

i was wondering why i had fuel leaking under the cowl and took it off and looked in there and when i'd pump the bulb it would squirt gas around the back of the engine fuel connector and the hose thats connected to it.... so when i removed the fuel line off the inside of the fuel connector, the one inside the hood, the barb on the inside broke off...so i ordered a new one, part #816856A 3, and it has one bolt that looks to be holding it in and i've tried to loosen it and pull it out but it just seems like it spins and spins and doesnt get any looser... anyone have any ideas or tricks to getting the fuel connector out of the engine?? it looks like a hard rubber/plastic grommet type thing around it, so i tried loosening the bolt on the connector and trying to pop it out and push it in and its in there pretty good, any ideas would be appreciated! Thanks in advance.

Or does anyone know if this bolt has a nut under the connector under the hood?? bc it seems straight forward as to how to get it off but it just wont come off.
