Well, here are my thoughts. Perfection is not considered a buffable paint. Meaning that as its curing, the protectants in the paint rise to the surface creating a UV skin to protect the pigments in the paint (it also protects the water solubility, gloss, chemical resistance, etc). Also, these types of paints are not required (or like) to have wax applied to them. Perfection is pretty similar to Awlgrip, but entirely different than Awlcraft (which is buffable). My opinion would be to wetsand the fluff out and re-shoot the top layer (preferably shortly after a rain; dust, pollen, and fluff is at it's lowest when wet). I'm guessing this isn't what you were wanting to hear, but it's the "best" approach.
When you say "on the bottom of my boat" are you talking about below the waterline, or just the lower half of the hull above the waterline? If it's below the waterline and it's a trailer boat that does not sit in the water continuously, you can try wetsaning (try 1000 grit) things out and going over with a buffer and compound. If you're looking to keep the satin appearance you could probably call it good without buffing (it will be more flat rather than satin though..).
Option #3 would be to leave it.
