Hull issue on powerquest

I have a 96 powerquest precept, have owned it for 6 years. I was detailing the boat today and noticed more blistering on the hull, but also a few cracks in the middle of the hull. Obviously I want to repair it but is this something that needs immediate attention? I believe this was previously repaired, but obviously not correct if it’s having issues. I thought this was weird because powerquest are supposed to have really thick hulls. That appears to be an old repair that didn't hold up too well. The blisters are probably due to some bondo type crap that was used to fair the repair. As Scott said - sooner rather than later, it's most likely leaking.

The best way to repair is from the inside. Is the deck soft?

The best way, IMO, is to expose the inside part of the crack, grind it down until flush with the outside, and lay several layers or 10oz cloth on the inside, overlapping the repair by 1/4 inch., to fill it in. Now refoam it and repair the deck.
