Hull Separation

I have 1986 Bayliner Capri that has a 4 foot long separation of the top from the hull on the starboard side. It is only about 1/2 inch wide at its widest spot. How can I fix this or should I just fill the separation? Please help.

it is suppose to be screwed or riveted together, under the rub rail. remove the rubber in the rub rail, and should be able to reattach. may have to use large washer inside. probably took a pretty good bump into a dock or the like.
