its on a 1988 stratos 289v 19' 4" i have it on an electric jack plate and the best top speed i can get is 55 seems like a dog out of the hole to and has no power unless its trimmed up when your planned off it has a balistic prop on it donno what pitch i think it could be the prop but not sure engine has around 96 psi in each cylinder and seems to run fairly good gonna have it looked at this spring by my mechanic but wondering if you guys know what the best prop would be for this boat allot of fishing some pulling not much and the tach does not work so im not sure on rpms sounds like its where it should be WOT but i cant be sure

hard to figure out what prop you need with out a RPM gauge..get one installed or get an inductive timing light that shows RPMs...55 sounds about right to me for a almost 20' boat...you should check timing ..carbs..fuel pump..check for weak coil...do a link and sync...but until you find out your RPMs it will be hard to tell whats going on..

A non working tach on that engine may be a sign the regulator / rectifier is starting to short out internally. You'll want to get that fixed asap. It's possible the wiring could possibly catch on fire.

try a raker 24 pitch with vent holes. what prop is on it now? I agree also with getting a tach working best to know what rpms your turning

You'll need an accurate tach to find out what prop you need to keep the mtr running in it's proper rpm range.

the tach works but it sticks at like 3500 rpms the gauge is shot will be replacing it this spring along with water pressure so what should my rpms be and how much water pressure should i have and how hard is it to change the waterpump on this engine and does it have a thermostat and how to change that and any other things i should do for this engine

I would get an OEM shop manual. 5800 to 6000 RPM @ WOT is the target I'd shoot for. Don't mess with props until you have a working tacometer.
