it needs to be light enough for 1 person to carry for a while over steep hills and go well in shallow water.

? i am "assuming" that this will be for fishing.. have you considered a fishing tube? the smallest boat i've used was a 8 ft pelican boat and that thing was too heavy to lug around

Carry, or drag? If mostly dragging a Gheenoe (or comparable) would be a good choice.

i would carry it because i have to walk on a road most of the way. my 9 foot sevylor fish hunter works pretty good, but i have to worry about popping it in rapids.

In that case you might look into a fishing kayak; maybe a Jackson Coosa or something like that. Or, since you're already familiar with an inflatable you might look into a better quality raft or even an IK (inflatable kayak).

If wheels aren't an option and you can't drag, a 9' kayak is the most I would lug around. I have a perception "Keowee", at 40 lbs its not too bad to carry, is not a drag on flat water and it will handle mild (class II max) rapids.

I would also suggest a kayak. They're much easier to handle by yourself in or out of the water and you can't beat the prices.

the reason I suggest a canoe over a kayak is they are easier to portage; some have built-in yokes, and have a larger pay-load

It really depends on the character of the creek and your skill level. I'm guessing that you don't have a lot of experience by the nature of the question. For flat water to mild whitewater a canoe or rec type kayak would work well. They are easier to get in and out of and not too hard to carry. More serious whitewater would require skill, experience and a dedicated whitewater canoe, kayak or IK.
