I need help !!

I've been working on my 59 evinrude 35 hp motor trying to get it to start. I have redone wiring from key switch to junction box and from junction box to motor. It was really bad. I've replaced solenoid and am getting 12.7 to battery side and from switch when trying to start. The voltage drops to 11.30 on both output sides. I have 11.3v at post to starter when checked from ground in junction box. Motor will not turn over. I can get it to turn over when using jumper cables from battery to starter but not when trying to start with key switch. It acts like I don't have a ground on starter or could it be the neutral switch. I don't know but I would pull my hair out if I had any. I tried to meausure voltage from ground on starter to post and could not read voltage. Can anyone tell me what I'm missing?

mercury switch on the throttle linkage, could be bad, not allowing it to start. down near where the gears are. under the cut out switch.

Does this mean you measure voltage on both small terminals of the solenoid? If so, then the problem is a bad ground for the solenoid which probably means a bad safety switch. Try connecting a ground wire directly to the small terminal of the solenoid and see if it will crank. Make sure you are in neutral and the throttle is low and you are clear of the prop, etc.

Yes, I do have voltage on both small terminals. The one coming from key switch measures same voltage as battery terminal(12.7v) and the other measures about 11.3v when key switch in turned on. So ,what you're saying is that I should not read any voltage from small terminal with wire going to motor when the key switch is turned to crank motor?

That is correct. That terminal should be grounded to complete the path to energize the solenoid.
