95 johnson 70 hp.....hope it say this right.................
three hoses coming from a round black box with a red turn handle on it..with a vavle stem in it....the three hoses run to the top of the carburetors..with brass fitting and the bottom one was stopped up all the way........cause the bottom carburetors run alot more gas out of it....not sure why....

That is a primer and primer solenoid. It takes the place of a choke. It works by pushing in the key when the red lever is lined up with the round part. That diverts fuel from the fuel pump to the intake manifold for cold starting.

If the red lever is turned 90 degrees [manual position in case of battery failure] from the cylinder and left that way, it will flood the engine.

So if one of them was stopped up it would not cause the motor to run right....i see....back to the drawing board.....
1. i wonder why the bottom carburetor leaks so much gas out of it.......

The system pumps fuel into the float bowl until the float rises to stop it. Your float is not stopping the flow of fuel into the carb.

That could be because the float is bad, because the float is improperly adjusted, or because the needle it is trying to raise is bad or improperly adjusted.
