The moniker should read........ To Protect, Serve and Generate Revenue.

My thoughts exactly! There's much more revenue in catching honest folks making the occasional blunder......

Just a couple more minutes ... they said they would be here between 1 - 2 pm today! Where are you? I don't see the SUV coming down the road ... wonder if they got lost? Maybe their GPS isn't working?

You are right!! Thats what I have been doing for last 15 years. I just love our society, people cant take responsibility for their actions. Everybody has an excuse for what they do.
