This looks very much like the east end of one of the resevoirs in the rockies. I may have been at this site. If this is indeed the site, there are signs that caution about high winds. The day I went through this (or an area very similar) there was a car and pop-up camper laying in pieces down the embankment. However, roads like this are packed with tourists who are all trying to drive and look at the scenery at the same time. Perhaps this driver just jerked right to avoid a rear ender.
