If you would follow the tiller handle back to about mid ways on the lower pan, you should see a screw with a spring right next to the throttle control gear. This screw can be run in to keep the idle up.
But let's talk about that before we turns screws. Is it stalling out at idle or when put in gear? Do you know the rpms at idle? The link and sync good and idle speed needle set correctly?
Sometimes poor idle can be hiding a problem that even though over rided by the higher idle rpm, the problem would still be there and possibly cause more serious damage down the road.
Can you give us some history on the engine...what it's doing?
