Idle issues "new motor"

I got my new 1990 4.3 omc back in and running but can not get it to idle. It will run well if I give it a little gas and leave it revved up a little. I have played with timing cant seem to fix with that, i rebuilt the carb and new ignition, the old motor idled "decent". it has the basic 2 barrel holley.

Idle mixture screws should be 2-2.5 turns out initially. If the idle is set too high (throttle linkage), you may be bypassing the idle circuit.
You should never adjust timing to fix an idle problem. Re-time if the timing is out, adjust the idle after that.
Float level set per specs?
Did you clean all the passages with carb cleaner/compressed air when you did the rebuild? Have you tested for vac leaks?

I will redo the idle screws since they were all the way up with the last motor. Yes i cleaned out the carb well.
