You may be able to clear the carb, but you really need to understand what I am saying first.
1. Hook up a remote fuel tank that doesn't have any water in it, and new fuel. (Outboard tank)
2. Put on a new filter.
3. Disconnec the throttle cable from the engine, and remove the flame arrestor.
4. Start engine (on muffs of course). You will need a helper to start the engine while you operate the throttle linkage at the carb.
Don't stick your face over the carb.
5. Here is the trick. You need to raise the engine RPMs up to around 4000 to 4500 rpm (By sound, you won't have time to be looking at the tach). Just as it gets to the higher rpm, with your other hand completely close the choke and open the throttle wide open. The engine rpm will drop quickly, just don't let the engine stall or it will be flooded and a pain to restart. Do this several times, it wil pull the water out of the carbs bowl.
Keep in mind, to high an rpm and the engine blows up, to low and it won't work.
