Idle question

When running on muffs I took each spark plug wire off (one at a time). The engine would just about stall when I took #1 and #2 off. But, when I would take #3 off, it didn't change much. When running it on the lake at wot it seems to run good 31-32mph. Any advice? Thanks! 1975 Johnson 70hp

Changed plugs and gapped them to .040. Ran it on muffs for 15 min. Took the plugs out and examined them. #1 & #2 had fuel/oil all over them and #3 was clean and looked out of the box new with just a hint of fuel on it.
