Idle surge

I'm defeated and in need of some advice. I have a 1996 88 hp Johnson SPL - J88TSLEDR
I bought it used after a piston melt down on my original motor last Labor Day.
This thing was a mess, fuel wise and electronically. The engine is solid with good compression readings. It would start hard, misfire, backfire, had no power and had fuel leaks. To top it off it had a spun prop.
I replaced the prop, repaired the altered wiring harness, replaced the stator, trigger, control unit, rectifier, choke housing, fuel pump, and fuel hoses from tanks w/new bulbs - and not the cheap knock-off ones.
The motor now starts and runs great, but has this messed up idle surge that is driving me crazy and I think it has something to do with the linkages and getting them adjusted properly. Carbs are all clean and look good.
What's driving me crazy is that it will idle perfect and then all of a sudden start increasing idle speed on its own and then after about 30 seconds it will return to idle and then repeat. The idle stop screw touches at idle but when it increase it clearly comes off the rest slightly. If I push back on the cam it returns to idle.
Engine vibration ? Is there a spring that I'm missing ? I didn't see one in the parts list.
Maybe it's possessed.
Any advice ?

Make sure all fuel hose connections are tight. Air leak can cause surging.

If running dual tanks simultaneously, you presumably have a directional valve at the transom. That hookup may be the a source for air leaks.
