Our developer decided to start a HOA. He wasn't happy when I sent his attorney a letter stating that he did not follow the proper proceedures as a developer for starting a HOA and therefore could not force any of us to join, nor could he charge us any yearly fees. He was not a happy camper, but 70% of the people in my development were. The only ones that were upset were the ones that were feuding and wanted the HOA in place so they could sue each other at the HOA's expense! So, now we live in a development that has a bunch of rules that cannot be enforced! It is great ... it is called being a neighbor. And guess what, there are no broken down cars in driveways, no high grass, no houses in disrepair ... yep, it turned out to be a nice development, once we got rid of the threat of the HOA!
