Ignition seems to be grounding out '66 rds28b

I have a 1966 johnson 40 rds28b. The ignition has two "m" terminals one for ground and one to cut out switch. They both seem to be grounded to the block somewhere. I traced the problem up under the flywheel and from there I have no idea. Is it supposed to do this or is there a short, possibly a bad generator?Also, I can't seem to find a part listing for a fuel pump for that year. The one that it has now is a small square one that looks like the ones listed for a 15hp. Thank you

There are two wires coming out of the bottom of the armature plate. One goes to either of the "M" terminals. The other goes to the center terminal on the vacuum cut-out switch. Another wire from that same center terminal goes on up to the other "M" terminal. When you turn the key to the off positon, the two "M" terminals are electrically connected together and that kills the ignition and the motor quits running.

OK, under the flywheel, if you were to remove it, you would see that the two wires go to the two sets of breaker points. When you turn the key off, the two sets of breaker points are connected together, shorting them out.

Thirdly, if you check the wires for continuity as you are doing, they will show as being shorted to ground. In a round-about way they ARE shorted to ground---through the coil primary winding and/or through the closed breaker points. Actually, there should be about an ohm of resistance if the points are open and dead short if they are closed.

Should the two wires show continuity with each other when disconnected from the ignition?

Meaning disconnected from the ignition switch? The answer is yes. Read the last paragraph. Continuity is from wire #1 to ground, and from ground to wire #2. That is, wire #1 is connected to wire #2 by virtue of both being connected to ground through the points and/or coil primary winding.
