Everything looks very clean. ----I do not believe the top crankshaft seal is leaking at all !!!!

I tend to agree, but removing the timer base for a better view would ease one's mind.

its a really small amount of thin oil. From the top view one can see there is virtually no oil inside the timer base at all. Where else could this small amount of oil come from other than the crank seal?

Ok...so nobody has commented on the rust on the inside of the flywheel....what should i make it dissapear with...emery cloth..fine emery cloth. thanks

The wee bit of rust has no affect on the ignition system.----No need to do anything here !!

Sounds dodgy to me, i just dont know to replace it on that model, on others you just pull a lid off

Remove the timer base as suggested previously to inspect the possible seal leakage and to clean up whatever is there.

You can remove that fine layer of rust with either steel wool or #600 wet/dry sandpaper.

Re: ignition.....testing procedures 1977 70hp evinrude

Ok...im back with further testing done. My stator reads 646ohms. The stator falls within normal range. Ive disconnected the black/yellow stripe kill wire at the power pack and still have no spark on all three cyl.
Ive disconnected the rectifier...still no spark.
My question now is ....is there a way to test the power pack without a DVA tester? thanks

Maybe i missed/not recalled something here but have you tested the timing base?

no...i do not have a DVA tester to do that. Can i test the timer base without a DVA tester?

Yes you can check the resistance on it like you did the stator, you can also check the voltage reading out of although that will be different to what the specs are but at least you can check that its putting out voltage.
You can also check that there is no continuity between it and ground. Often the wires break and contact a part of the motor shorting it to ground so you can check for that with your meter too

ok...and the power pack....is there a way to test that without a DVA tester? thanks

Not that i know of unfortunately.
I normally rule out the others being at fault first and then take a punt on it being the powerpack.

hello just posting back to let you all know my problem of no spark was a failed power pack in hopes that others can find and read this and get help. I was able to test the power pack by attaching a 12v light tester to the power pack three cyl. wires with the wires remove.

I just bought a Sylvan Pontoon Boat and it has a 70hp Evinrude with Power Pilot Throttle . I have to replace the key switch because it did not come with a key. We have taken out ALL the screws and still can not get it open. HELP How does it come apart?
