impellor installation problem?

I am trying to install a new impellor into my very old sears gamefisher man boat engine.
The problem is that when I push the rubber impellor into the casing I have to bend the impellor wings a little and when I try turning the propeller shaft by hand I can't see any movement for the impellor. I believe it is friction from the edges of the casing. How should I go about resolving this issue

The motor is from this previous thread
http://forums.iboats.com/other-outboard-brands/cannt-find-specs-gamefisher-man-629253.html

Is the impellor supposed to move around the gear shaft or is the impellor supposed to stay stationary and the gear shaft moves around it?

Also I have noticed a small ridge in the shaft where the impellor sits there was a very small part called the impellor pin which broke. This maybe the problem with installation as I was trying to get it working with out this pin.
Is this pin very important if so is there any way I can install the impellor with some homedepot based part ...
As I am only wanting to prolong this engines life I know this is my last shot. I was thinking a type of jb wield or silicon something to make the impellor adhere to the gear shaft so that it would over come friction of the walls of the casing and spin.

The impeller would normally be attached to the drive shaft with a woodruff key, a square key or a pin or similar device....the drive shaft will turn the impeller as the water pump for engine cooling.

That ridge is your keyway. It might have deteriorated. i have seen that on ten year old motors.
You can punch out he old piece with a drift pin and mallet. replace the pin.
