Do any of you know what this is? A friend of mine dropped it off at my house to see if I could get it running...??? I don't even know where to begin

Well, I think I'm needing some assistance. I bought my manual, studyied it for three days, searched through top secret files, and I can't get this 90hp Johnson to run. I got better compression(100-110#), strong blue spark, good fuel, but won't run... It acts like it wants to, but won't go on all 4. I've got some fuel in a spray bottle but I think its flooding out... Any ideas??

When you push the key in, are you supposed to hear anything? Um also not sure the choke silenoid is working. Would there be a way I can check timing?
