Increasing throttle in Neutral

This may be a strange question but I'm wondering about increasing throttle while in neutral. I seem to have read you can do that to run up the rpms for whatever reason. Are all motors and throttles capable of this. It doesn't seem obvious on my throttle handle. I'm either in gear or neutral.

What type of control do you have? If the control lever is all you see sticking out the side of the boat, there is usually a button in the center of the lever (where it pivots). You push the button which disconnects the shifter and allows moving the throttle without going into gear. A standard side mount control will have the same setup or it may have a separate lever right on top of the control box. A third type of box you must simply grasp the handle and pull it toward the center of the boat. This disconnects the shifter and allows fast idle. To re-engage the button or lever-pull style you simply move the lever back to neutral and the ****er engages automatically. With the lever on top of the control box there is no disengagement. The lever works the throttle only.
