Information on getting a title for my boat

I just bought a 1995 spectrum avenger..I have the hull id and all the numbers, how do i go about getting a title or paperwork for it, thank you

seller should have delivered a title to you, then you register it at the proper authority in Rhode Island. google boat registration, rhode island.
