Initial adjustment of carb/ 1975 25hp

I am rebuilding the carb on my 1975 Evenrude 25hp. The needle valve that screws into the carb above the inlet was not attached to the rod that connects it to the adjustment knob. It had backed out almost completely. I've heard that once it's turned all the way in and backed back out 3/4 turn is right but I wanted a second opinion.

I alway's start at a 1-1/2 turn's , and adjust from there. First sync. the carb. to the mag. plate.

How do I sync the carb to the mag plate? Thanks.

As you open the throttle, you will see the mag. plate advance, and begin to open the trottle plate in the carb. There ia a cam plate on the mag. plate that will hit the rubber roller on the carb. link. The carb should just start to open when the center of the roller hit's the arrow on the cam plate.
