When I pump up the primer bulb it gets hard like it's suppose to but the inline fuel filter is only about 1/3rd full. When I run it on muffs or in a test tank it doesn't even look like it has fuel in it but the motor is idleing. Is this normal?

You will probably be better served if you get a full sized water separating fuel filter mounted near the tank and eliminate the then redundant filter at the engine.

The filters at the engine generally have an air bubble at the top.

I have a fuel/water separator as well. I recently changed both filters out. My old inline filter looked pretty nasty after a year. It seems alittle hard to start after it's warmed up like it's not getting enough fuel.
