inline fuel filter

I have a primer bulb that doesn't stay very firm. I have an inline filter after the primer bulb. When I bypass the filter, the primer bulb stays firm and I get a couple hundred more rpm at WOT. I installed a new filter and made sure connections were tight, but bulb again softens up. Is the filter in the wrong place? Should it be placed before the bulb, or doesn't it matter? I have an inhull tank, if that matters.

I had the same problem and then moved the filter below the bulb. No problems now
