Input needed on pulling Johnson 60 powerhead

Hey guys,I have a 1985 Johnson 60hp 2 cylinder, after a tow to the keys and back I found that the two bolts that hold the flange the cowling mounts to had rotted out and the cowling was flopping around, as well as two of the powerhead mount bolts had broken/rotted. I decided it was time for general overhaul on the motor. In order to repair/drill/tap the broken/rotten bolts on the motor I need to pull off the powerhead. I removed the 4 mounting bolts and other fasteners and the powerhead still won't budge. I figured that the driveshaft was frozen to the crankshaft so I pulled the lower unit to see if it would come off(need to do impeller anyway), it came off without a problem. The powerhead still will not budge. I have removed all fuel and electrical lines, shifter linkage, starter, carbs etc. and still won't budge. My manual says to remove asst. componants and the 4 mounting bolts and that is all? Anyone have any ideas, any thing that I am missing. Thanks for reading and any input you may have. Bruce

OK I finally got the U shaped cover off from under the cowling assembly there I found 3 rusted/rotted nubs which used to be bolt heads on each side, and two nuts in the back. Am I right in assuming these 8 fasteners are what are holding my power head on?

Well I've gotten to the point where I can get to all broken fasteners with a drill and tap, so I'm going to try to repair everything without messing with the rusted nubs holding on my power head. I will save those for another day as they will entail grinding off the heads and removing them the hard way.;)
