installed new evintrudes and have high idle

thanks to clanton,I figured out my wiring troubles and finaly installed my 1998 175 evinrudes with 0 hours,I fired the one engine and it started right up,it ran a little rough but its idling at 1500 rpm's.I checked linkage and throttle cable and it is right on target,the carbs are all the same and only slightly open.I cant test the other engine because im waiting for another adapter plug. does anyone have a clue why its idling so high? and what i should look for? Im running the motor on a garden hose, will running it in water lower the rpms about 900? thanks

G'day. these motors have a tuned exhust and have to be in water to run properly. the only way to tune them is on the water. generally they will idle high out of the water.
