Is there a special tool to read rpm. My auto tach fluctuates between 680 and 720 and 800 on muffs. When doing cars in the old days it seemed to be a steady number. Also should the clamp be on the #1 plug wire? Also is it imperitive to remove throttle cable for accurate adjustment. I know the final is on the water with cable on in gear.

The manual says this wire is for shop tachometer.

Doesn't matter which lead. But I have never had a great deal of success with inductive pickup tachos. They seem to pick noise from the other leads.
Also is it imperitive to remove throttle cable for accurate adjustment.
As long as the cable isn't holding the throttle open, then by all means leave the cable on, but if you have to adjust the idle speed screw much more than about 1/2 turn, you'll also need to reset the throttle cable lenght (between anchor point and throttle lever), so pulling it off the set the speed is a way of guarrenteeing you put it back on adjusted correctly.

And not tied up to anything. You'll need 2 people.

What 'white' wire is that? If it's a low tension wire, why are you asking about #1 plug lead? Mixed messages here.

Trying to find out if that wire needs a special shop tool to do rpm. The auto tach with the clamp is what I have attached to the plug wire and fluctuates.

'Shop tacho' is any tacho used in a workshop environment. It can be inductive or pulse, as long as it's not a dash tacho.. Dash tachos are inherently inaccurate. You can even use a non-contact tacho.

Find the 'shop tacho' you like and consult its instruction manual on how to hook it up.

Yes started at 1 and 1/2. I think it's just the way a tach tool operates?
No, shouldn't bounce if you're getting a clean signal and the engine is actually running at a constant speed. The 1 1/2 turns is just the starting point for getting the boat running, it needs to be adjusted after that. Presumably. Maybe you're working on a weed wacker. We don't know.

The manual says hook your meter up to this Gray wire on the bottom right hand side of this picture is what they do for a shot test but I need the plug that would go on there
