I am receiving my new lower unit for my '89 force 125 today and will need to put a new impeller on it. Without oil in the gear case, would it be ok to hand turn the drive shaft in order to get the impeller blades to bend the right way in the housing? Otherwise, I would have to put the lower unit on the motor (I dont have anything to stand the lower unit on for it to stay upright), add the oil, take the lower unit back off, replace the impeller, and then put the lower unit back on. It wouldn't be that big of a deal since they are easy to put on/take off but I was just wondering.

The answer to your question is yes it wont hurt anything by turning the shaft by hand.
