installing new outboard on Trophy

Im considering purchasing a 1993 Bayliner Trophy model 2002. The Mercury outboard is attached to the transom in such a way that the lip of the motor mount is about 1 to 2 " above the top edge of the transom. Is this the proper installation?

It can be if that's what it takes to put the motor at the proper height. The anti-ventilation plate should be even with, or a an inch or two above, the bottom of the transom. A picture of this area would help, if you can get one.
