Installing Teleflex Steering Cable on '77 85 HP

I just got the cable in the mail yesterday and took a look at it. There is a nut attached to the cable that attaches to one end of the tilt tube. Looking at the engine, there are threads extending from the tilt tube on one side, but not the other. I didn't think much of this til I went out in a friends boat powered by a yammy. It had a nut on either side of the tilt tube, one on the cable side and another on the (part that goes in and out) that sealed the tube.

I am thinking that:

A. The engine came from the factory with threads only on one side (I hope this is the answer)

B. A previous owner couldn't get the second nut off and decided to cut off the threads for some reason.

Am I missing something here? Can anyone point me towards a diagram of the stern bracket? I have searched the parts sites and have found nothing related to the bracket. Any help would be greatly apperciated!

All of my Johnson/Evinrude motors only have threads on the one end of the tilt tube.
