Good news, can put this issue to rest with a happy ending. Had the boat on the lake today and it finally ran well - still have some tuning to do but at least the main headache is over. I will summarize the problems along with the resolutions, there was a lot going on with this fix so it's easy to get lost on which issue got resolved and how.
Started with: engine does not idle, has very little take off power, would not reach WOT, heavy fuel consumption.
First fix - found 2 bad coils and replaced. Took to lake, still no idle or take off power but better WOT
Second fix - 1 carb flooding, float stuck open by debris in seat...cleaned it out and tried again. Now it idles ok, but still no take off power and WOT is worse.
Third fix - bought rebuild kits for carbs, rebuilt them, took to lake to test. Idles ok but still no take off power and would not reach WOT
Fourth fix - noticed in the water tank(don't have muffs) that there was heavy fuel/oil in water during idle, also excessive smoke. Engine flooding at idle. Turned out to be the primer solenoid. Bought rebuild kit, rebuilt it. Now idle is perfect. Took to lake again to test out ...still not take off power and no WOT.
Fifth and final fix - purely frustrated at this point. Thought I'd been through every aspect of the fuel system - but somehow it was still flooding when trying WOT. We knew this because if you pinched the fuel line, the engine would perk up when trying WOT. That really left one last option since the primer solenoid and the fuel pump tested out fine, had to be the carbs - and more specifically the high speed jets. Turns out the high speed jets in the middle carb were the problem - BECAUSE they were not there! We had replaced the float bowl on this carb, old one was cracked, but never checked the high speed jets. We should have checked but maybe the dealer that sold us the new bowl should have mentioned that as well. In any case, put new jets in and hooraw - take off power and WOT are working as well as regular fuel consumption restored. Once again, a happy boater hits the water!
