Intermittant Honda Starter

I am experiencing a similar problem. Battery is fully charged and it 2won't even click when you turn the key. Choke solenoid works. Later the boat will start many times in a row and then inexplicably won't crank. I cleaned the cables at the battery but didn't do it at the engine. Why does it get current some time and not others. Any help with this will be appreciated.
